As citizen involvement in service planning and policy design is becoming more and more common throughout Europe, it is a logical next step to consult citizens more on budgets.
Clearly, the experience of Porto Alegre in Brazil has inspired many European public agencies. Yet, there are also a number of important experiences in France which can be more readily transferred to other public agencies in Europe.Governance International staff have been following the participatory budgeting practices of three local government champions in the Paris region for a number of years and put together a comprehensive study trip programme which allows participants to compare three very different ways of transferring the Porto Alegre model into a European context.
The one-and-a half day programme will involve visits.presentations and discussions with elected politicians, civil
servants and engaged citizens from three different local areas in the Paris region, including:
- The cyber-city Issy-les-Moulineaux in the south of Paris
- Saint-Denis in the north of Paris,
- The 20th district (arrondissement) of Paris.
The participants will also have ample opportunities to change their own experiences of participatory budgeting approaches and to build new professional networks, which is also an important spin-off from Governance International Study Trips.
