Since 2008, East Devon District Council have been using PB to involve citizens in allocating Section 106 developers funds.  From their experiences, they've produced a handy guide to help others considering using PB for Section 106 or the new Community Infrastructure Levy (CIL).

Section 106 is currently limited to play and recreation (sports) facilities and have to be located within the community where the development is taking place.  East Devon have involved residents from the start of the process, right the way through. 

Once the money is identified, the community is consulted on it's needs (within play and recreation) and a tender is drawn up based on the outcome of the consultation.  Contractors bid for the work, and present their ideas to the community in a series of events.  The community (including children and young people, for whom, often, the facilities are intended for) then vote on which contractor's idea they like best. 

The winning contractor then works with the community through a series of events to design the project based on what the community want, including types of materials, styles, facilities etc. 

The outcomes are that residents feel much greater ownership of the new or improved facilities, make much more use of them because they are tailored to their needs and are much less likely to damage or vandalise them, and if they are then the community themselves are more likely to address the issue.
