Participatory budgeting is an empowerment too...

That's a very broad question!

Participatory budgeting is an empowerment tool and as such needs to be developed and refined locally.  Therefore the constraints and challenges tend to differ from place to place depending on the local context and the solutions to them need to be local.  However, there is a page on our website about some of the more general risks and challenges, which can be found by clicking here
