It depends on the situation.  Different organisations in different areas will have different cultures.  Some will need a major culture change to move PB beyond small pots of funding, for others it’s the next logical step in a process on community engagement they’re developing.  Others still have been doing it for a while but never realised it was PB!  But if major cultural change is needed then we’d probably suggest a step change approach with a plan to mainstream PB over a few years.
